Seal of Biliteracy

The State Seal of Biliteracy program recognizes high school graduates who have achieved a high level of proficiency in English and at least one other foreign or world language. This recognition is noted on a student’s transcript and high school diploma upon fulfilling all program conditions and requirements. Students who do not meet the proficiency level required for the Seal of Biliteracy may still earn a Commendation Toward Biliteracy.

State Seal of Biliteracy Minimum Requirements

English Proficiency (choose one of the following):

  • ACCESS for ELLs: 4.8 composite
  • AP English Language and Composition exam: 4
  • ELA Dual Credit: 3.0 GPA
  • STAMP 4S: 6 
  • ACT: 21 composite or 20 ELA* 
  • AAPPL Form B: I-5 (Intermediate High) 
  • SAT: 480 Evidence-Based Reading and Writing 
  • IB Language A: 4HL or 5 SL

World Language Proficiency (choose one of the following):

  • AP Language and Culture exam: 4 
  • STAMP 4S: 6 
  • AAPPL form B: 1-5 (Intermediate High) 
  • ACTFL OPI + LPT + WPT + RPT: Intermediate High International Baccalaureate Language B: 5 HL or 6 SL 
  • ALTA Speaking/Listening + Reading + Writing: 6, 1+ (ILR)
  • NEWL: Intermediate High

State Commendation Towards Biliteracy Minimum Requirements

  • ACCESS for ELLs: 3.5 literacy component 
  • AP English Language and Composition exam: 3 
  • ELA Dual Credit: 2.5 GPA 
  • STAMPS 4S: 4 
  • ACT: 21 composite or 20 ELA* 
  • AAPPL Form B: I-1 (Intermediate Low) 
  • 7. SAT: 480 Evidence Based Reading and Writing 
  • IB Language A: 4HL or 5 SL 

World Language Proficiency (choose one of the following):

  • AP Language and Culture exam: 3 
  • STAMP 4S: 4 
  • AAPPL form B: I-1 (Intermediate Low) 
  • ACTFL OPI + LPT + WPT + RPT: Intermediate High 
  • International Baccalaureate Language B: 2 (standard level and higher level) 
  • ALTA Speaking/Listening + Reading + Writing: 6, 1 (ILR)
  • NEWL: Intermediate Low
